the streets are going to change. they are putting in a huge arch. the with that they have reconfigured this street each will try to bring traffic near more businesses. grant has more of the details. >> it is called the route 238 improvement project and the city of hayward was nice enough to insure this fancy animation. to share this. interstate 580 itself and industrial parkway. downtown hayward is the loop. this will be one way. up and around and back again and start at fort hill and to mission other changes. the one-way traffic started a few moments ago. they have been adjusting and the $100 million project should be completely ready by monday morning. crews will be busy all weekend making some big changes to traffic in downtown hayward. some roads are being turning into one way streets. it's called the hayward loop. the changes could help businesses. the height of the project. they're hoping the changes will make it easier for people to shop. as we prepare for the saint patricks day festivites. set to fall on a sunday this year. officers all across the bay area want to remind driver

saturday night. 17-year old hanren chang. was crossing sloat boulevard. when she was struck. a student who knew chang says, many people are now trying to cope with the devastating loss. "there for each other" be what she was very involved so it is really sad to see her growth. in such a tragic way. everybody is in a state of morning. the teachers have been supportive and everybody is in -- mourning... together. >> pam: hanren chang was a junior at lowell high school in san francisco. police say, the driver of the car stopped at the scene. and was arrested on suspicion of d-u-i. >> new at 8.more set-backs for giants fan bryan stow as he recovers from a serious brain injury. it's been almost two years since stow was badly beaten outside dodgers stadium.and stow's family says his condition is getting worse. stow recently spent a week in the hospital. more blood clots were found in one of his legs, he was diagnosed with a bladder infection, and surgery stow needs to help with bone growth is being post-poned until his condition improves. this family says on his website that stow is more easily

or if public opinion would influence the supreme court. on day marriage we have seen the change in public opinion. it almost feels like they were messaging the exact opposite. they seemed to be concerned about moving too fast. >> that's a reasonable concern if you're the court. people have talked about whether the court moved too fast, for example, in the abortion decision, when the court in 1967 finally said it was unconstitutional for virginia and other states to have rules against interracial marriage. it was after waiting for a number of years and kind of putting off that decision as -- while a number of states change their laws and sort of public opinion caught up with it. i thought yesterday's arguments were really fascinating. not just for getting a glimpse -- and it is dangerous, you get insight for not just getting a glimpse of where justices may be going, but also in terms of how dramatically the debate over gay rights has shifted. you had the lawyer defending prop 8 arguing that california should be able to prohibit same-sex marriage, saying also that he couldn't see any justif
